Windows Smart Screen Filter Warning User From Using an Unrecognized Program
Whenever a user tries to open a unhealthy website from security point of view, he'll get the above message shown in screenshot by the Windows Smart Screen Filter, generating a warning message to let the user knew about the malicious site.
Some folks thinks that this smart screen filter  fetches the information from your system e.g. which applications are installed in the system and login credentials stored in them. So, tries to switch it off permanently but always remember you are slashing your security measures that are provided by the Operating System by default.

Procedure to shut down the ibid service:-
Move towards "Control Panel" by typing control panel in start screen and press enter.
After that switch over to "System" option and click on "Action Center" from left bottom of the pane.
Then click on the Drop-Down list icon against "Security" option .
Then move over to "Windows SMartScreen", click on "Change Settings".
And then a window will pop up stating Three Options, chose the one which fits to your choice.

Or you can disable it by just opening 'Internet Explorer' , chose the star like button on the top right side (settings) and then move to 'safety' tab and opt for "Turn Off Smart Screen

Think about your security and privacy first while surfing the net.
